A lifelong resident of Beloit, Kevin D. Leavy has dedicated his life to public service, leadership, and the betterment of his community. His steady commitment to Beloit has made him not only one of the city’s most respected public servants, but also a trailblazer who has opened doors for others.
Leavy currently serves as President of the Beloit City Council, a role he has held multiple times over his distinguished career. He is also the longest-serving African American City Councilman in Beloit’s history. Leavy has served for over two decades, helping guide the city through growth and change, always bringing a thoughtful and community-centered perspective to his work. His involvement has extended far beyond the council chamber, as he has lent his expertise and leadership to numerous city committees.
Throughout his career, he has taken on groundbreaking roles that reflect both his leadership skills and his commitment to education and opportunity. He became the first African American Chairperson of the Blackhawk Technical College Board, where he also served on several committees. His service to education extended to the Beloit Board of Education, where he was elected Vice President, and to the Head Start Board of Directors. In addition, he represented Beloit and Wisconsin on a broader stage, serving as Regional Director for the Wisconsin Association of School Boards and as Regional Director and member of the National Black Caucus of Local Elected Officials.
Leavy’s commitment to mentorship has been evident in his leadership of the Black Male Role Model Group, an organization dedicated to encouraging, supporting, and guiding young Black men toward fulfilling their potential. This work reflects his belief that leadership includes lifting others up and ensuring future generations have the tools and support they need to succeed.
Beyond elected office, he has been a tireless advocate for justice and equality. He is an active member of the Beloit Chapter of the NAACP, where he serves on the Political Action Committee, working to ensure that voices across the community are heard and represented. His leadership also extends countywide, as he currently serves as Chairman of the Rock County Board of Supervisors—the first African American ever to hold this position.
Professionally, he has built a career dedicated to excellence in food service and public health. As Director of Food and Nutrition at FHN Memorial Hospital in Freeport, Illinois, he oversees essential services that contribute directly to the wellbeing of patients and staff. He is also the founder of Leavy Enterprises, a company providing training and certification in food sanitation policies and procedures. Through this endeavor, Leavy has personally trained and certified more than 100 individuals, furthering both workforce development and public health standards in the region.
Grounded by faith and family, Leavy is a devoted member of Emmanuel Baptist Church in Beloit, where he serves as a Deacon. His faith guides his service and strengthens his commitment to others. He and his wife, Ruthie, share a deep pride in their family. Together they have raised four children, Rosean Jenkins, Tiffany Turner, Alexandria (Emmanual) Ruffin and Anthony (Missy) Leavy and delight in being grandparents to three granddaughters, who are the joy of their lives.
From city hall to the classroom, from church leadership to family life, Kevin D. Leavy’s legacy is one of steadfast dedication, trailblazing leadership, and unwavering service to others. His life stands as a powerful example of how one individual, rooted in community and faith, can create lasting change and open pathways for future generations.
